I am just curious, is Bayoushooter still Jeremy's (aka Spanky) website or is he no longer involved?

I am pretty sure he still owns it. I wonder if he passed off the leadership to the moderators for the most part?

I still see him log on every now and then though. It is rare though he did log on yesterday at 10:11 pm.

If a mod could confirm this, I do have an honest question to ask. Isn't there a LEO only section that does require proof of being LEO to even access?

Yes, and those of us without LEO credentials don't have access to it at all. Which I'm fine with.
