I like the stuff I have from Midwest Industries. Pretty sure they have handguards like what you describe. Depending on what you want to put at 1:30 though, it may not fit, being up against the upper rail.

My recce is a Bushmaster heavy barrel carbine with all Bushy stock internal parts, a Troy Alpha 13" FF hand guard, and Magpul ACS. It has a Trijicon Accupoint 1-4 on top. I have MI stuff on my SCAR. both are good choices from the $$$. Some of the Troy stuff is NSNed for inclusion in the Block II Carbine build out. Those forearms are interchangeable with the DD NSNed parts in Block II, for what that is worth. Don't know if they are doing M-lok stuff yet though.

I refuse to pay for a handguard that is slip fit clamp on (Faxon), uses a "chemical bond" (Midwest Industries), or uses a standard barrel nut (Troy). That's just my preference.

I do like the Geissele Mk8, because the barrel nut does not need to be timed, the handguard locks into the barrel nut, and has anti rotation tabs that can be tightened down with set screws. However, it's heavy, comes with a gas block, and runs around $250. I don't need the gas block, so I'm paying for unwanted parts. Alternatively, the 13" ALG EMR V3 comes in around $160, but weighs almost a pound, close to the Geissele Mk8 weight.

I'm finding a ton of MLOK handguard options, but the majority of them are lacking MLOK slot positions other than 3, 6, and 9 o'clock.

Eww, did not realize that one was glued on. Yeah that's pretty dumb.

Gucci guns be all like "bling bling" amirite?
Titanium nitride. It's made with bits of real titanium, so you know it's good.

For what its worth I have 3 MI Gen 3 M-lok rails and did NOT use the green Loctite on the barrel nut per their instructions but I did use blue Loctite on the clamping bolts.
I'm no tier one dude by no means but my stuff gets used fairly aggressively with little care of "taking it easy". Lots of dynamic run-n-gun stuff.
Two of the rails have vert grips and the other does not.
I have had zero issues with any of them.
    BUT
To my knowledge they don't offer a 1:30 slot anyway.
Their fatter version made for suppressor use might.
Looking like ALG might be your answer.
On another note, I have an 18" .223 Wylde BA stainless barrel I love.
Sounds like it will be a great build.

This is the mount with vortex viper on my sbr. It works for me but I don't shoot with my stock fully extended.

Dave have you checked out Sons of Liberty Gun Works out of San Antonio? Top notch guys with top notch parts. Their BCG is built right and hard to beat. I just picked a lower from them and it is flawless. Their QC is second to none.

I've heard good things on M4C, but I'm keeping my options open.

The Geissele SMR Mk8 came in today. I was too anxious so I mocked it up while I had some time. I'll have to pull it off again to install the gas block, tube, and flash hider. Compared to the rendering, it's looking pretty accurate.

Decided to try out a Toolcraft BCG. I could have gone with BCM, but this rifle won't see a high volume or rate of fire very often, so I'm not concerned. Funny thing is, the Toolcraft bolts were sold out just about everywhere except for Sulzer Firearms and a few places that wanted nearly double the retail cost.
Toolcraft is gtg. AR parts are drying up everywhere.
