    I need to find, and possibly hire a tech who has an understanding of a PBX phone system; and has experience with a VoIP handoff procedure.

    A VOIP phone system is much easier to manage.

    Note for those installing a VOIP system, run more drops.
    Build into the budget for the drops and switches.
    Yes the phone can be used as a switch, but don't unless you have no other choice.

    Emp, are you talking about and IP phone system or VOIP service?

    Those are 2 different animals.
