He started calling here Thursday night. Pissed about some deal that never went threw. Yelling cussing, and ***** at her! Saying that the deal was set and she never went threw with it!
She blocked the # on her phone but he still can leave Voice messages.
She is tired of having her voice full what can she do?

I would still turn over the number to your local LE dept and let them roll with it.
We are waiting to do that as called the Non Emergency #
Maybe they can get with the Phone company who issued the phone? And see who owns it? That is if it was not a burner

You might could even turn over the number to your wife's phone provider with an explanation of what is happening and they could also deal with it. I would likely guess that they could also track the sending number also.

You may also want to contact the FCC since they are in charge or rule over any and all land line and mobile phone regulations. Me, myself, I would go all out and try to sink this individual making the calls, voice mails, etc. and cause him/her as much grief as I possibly could!

Contact DEA. They may ask to use the phone to set up a buy and nail the guy.

Years ago I had a home phone number that had a two digit transpose to a confidential DEA number. I got LOTS of calls from CIs with tips for DEA. I had a friend who was friends with the top guy there, so I had him introduce us and I explained what was going on. He was quite grateful that his calls were going to someone on his side.
