maybe the hot brass landed in his clothing, burning the skin, causing it to stick to the casing, before it fell to the ground. Just ask any woman that shoots about hot brass and the cleavage.
Maybe he urinated or "flogged his mule " earlier and got a few drops of "dew" on his fingers and just shook it off before loading his magazine?
He was probably frustrated because form 4s are taking so long.

The news clarified that he had sent in the paper work but had not received it.

well that is $200 that goes in the deposit account and a quick denial on the paperwork. Would be a disaster if it got approved. Would show how messed up the system is.
