    So.....if I took a BP rifle, built and welded a can on it, there's no need for a Form 1??

    Sounds like I may need to start new project - a 20", 1 in 18 twist .32 caliber suppressed (but user serviceable) squirrel gun!

    Here is the determination letter from the ATF Letter Link. You can check it out to see why the ATF deemed this kosher. I probably wouldn't advise making your own without a stamp or 02 SOT since silencer parts are regulated like silencers and since you would have to build the silencer before welding it onto the host BP.
