There's a gentleman here that is having an "estate" sale and included is a 550 with 4 powder throws, the 2000 series tumbler and large media separator. Also 2 die sets and a few other random things. He says it's never used and has had it since 2009 and paid over $1500 for everything.

What would be a fair price to offer for the whole lot?

A lot depends on how the 550 is pimped out. A basic 550 sells new from Dillon for $275, their basic powder thrower goes for about $80, and the 2000 series tumbler goes for about $200. If he paid $1,500 for this, then he got swindled badly.

$500 would be my offer for this gear. *Maybe* $600 if it truly is in mint, untouched condition. More, of course, if the 550 is accessorized with Dillon factory gear.
