is this something that all 50 states have implemented simultaneously?

No, but several have. I was appalled when I found out about it. There is a few cases lined up before the SCOTUS that should tell us whether it will be allowed/enforceable. I believe they stem from Colorado pulling this stunt a couple years ago.

My gut guess is that the old case law will eventually be reversed due to the modern tech changes, allowing all states to pull the same stunt, legally and uniformly. In the past, it was considered too burdensome for the retailers to maintain records of the different rates in all the different cities/counties/parishes, and separately remit to them.

This LA law only requires that they report it to us and to the state, then the state has to track us down and collect when we don't comply. Pretty easily done for the guys that file a tax return every year...
