According to the Louisiana State Police, since the CHP program began in 1996, the Parish with the greatest number of residents who have been issued original permits is East Baton Rouge, with 12,493 permits through 2017. The zip code with the highest number is 70769 - Prairieville - with 1875 permits.

Denham Springs has sold the most, IIRC.

After the sticker Shock of the cost for CHP, training etc. Likely their wallet could not afford extras for awhile.

    Sticker shock?

    $125 for a CHP
    $100-150 for the CHP course
    $20 for ammunition

Let's say $275 for the whole package. That's far from sticker shock.

The people bitching about paying for training are the same people eyeing up a Tapco SKS at the gun show.

I was saying somewhat in jest but, that total is no small feat for those on fixed income and the less financially blessed. Not to mention the $50.00 extra BS nick the State saddles those with less than 15 years continuous residence. I mean what is that? It may have applied in '96 but with today's technology, I doubt it is an extra cost to process.

Other states have just as good educational sessions in the process and given by law enforcement at their facility. Then the 5 year permit is $60.00 . The whole shebang all at one time. This is reasonable where by the intent of protecting oneself is attainable by most all.

Had to go to the website and have a look. I found this part interesting:

The Department had two (2) incident involving a concealed handgun permit holder in 2017.

    1. On December 10, 2017, the permitee said he and a friend from out of town were just arriving at his home about 1:45 a.m. in the morning after a night out; when two masked men in dark clothes approached them with guns drawn. One of the two allegedly shoved the permittee to the ground. The permitee then said he managed to swat away the man's gun before going down. Then the permitee pulled out his own weapon and fired several times, striking one of the suspects in the stomach at close range. Both masked men then fled, one of them taking a car the permitee’s friend had rented. The other hopped into another car waiting nearby. The permitee was not charged in this incident.

    2. On December 31, 2017, a permit holder is accused of stabbing a man to death after an argument. The permit holder and the victim were seen arguing before entering a home, and could be heard continuing to argue while inside, according to witnesses. The permit holder told deputies the victim "walked up" on her, and she stabbed him. Authorities recovered the knife allegedly used in the stabbing. The permit holder was booked into the parish prison on a count of second-degree murder.
