Does the federal government's grant of nationwide CC privilege to active or retired government agents increase or decrease the chance that the same privilege will be extended to persons who are not active or retired government agents?

(The practical aspect of this issue that simple; the philosophical question of 'classes' may be more complicated.)

Finally reciieved clarification from Capt. lee (STP sheriff) regarding ACT 507. He told me that legal said that this bill only affects Louisiana retired LEO's. Out of state LEO's do not have to comply. Reading the act doesn't really specify what retired LEO's are impacted. Or am I reading this ACT incorrectly?
