The failed development has been dormant since 2009, with several homes still in their unfinished state. David Drake, age 76, and Donald D. Snider, age 57, were each sentenced to five years in federal prison, while Heather A. Gibbs, 54, who is Snider’s wife, was sentenced to three years probation.
