I have a 7.25" handguard that I need to be shorter than 7". I should be able to cut the thing and smooth out the cut with relative ease. What would be good to use on the now exposed 6061-T6 Aluminum? I'm pretty sure it won't rust so I'm just looking for something that looks good so I don't have a silver ring at the front of an FDE rail.

Don’t rule out Brownell’s Alumahyde if you want color, but if it’s just black, as stated above, the Birchwood Casey alumablack definitely works.
As far as FDE just on the end, even if it’s not an exact match, you likely won’t notice if it’s just that thin edge. Flat rattle bomb would fix you right up.

Btw, with a flat file and the correct technique you can nearly get a mirror finish out of aluminum.

Did this fix for someone last month on a 80% .308 lower that didn’t quite match the Aero upper so the charging handle wouldn’t clear. The finish was kinda crappy anyway so I wound up stripping down the lower and spraying it with Duracoat. The match was perfect.

I guess a finely filed aluminum may not look too bad. Especially since the barrel is stainless steel. And the main reason for the cut is make room in case I want to switch out the A2 muzzle device for a Dead Air to mount a can when the tax stamp finally arrives. (Form approved on 02/20/2019, tax stamp not arrived yet, certified copy already requested, but that's another story.) So the 1.5" OD rail would be partially obscured by the 1.5" OD Sandman S.
