It's believed they were not from New Orleans.
The individuals who did the shooting will likely never be caught. They can join the crowds of people who perform some form of criminal activity, especially violent, and do not/will not face any reprocussion...

They didn't catch them, how can they say that?
I thought of that as well. According to the article, the detectives came to that conclusion after talking to some of the witnesses.

Because no one identified them. They're not one of the known usual suspects. So obviously they're not from here <rolls eyes>.
Not that I'm complaining, but why are the shootings always there after 2 am. NOPD needs to keep that area clear...
When I see a shooting like that 2 things come to mind.
1)
One what a policeman said when I was a kid sitting on the coke chest machine at a gin store dad hung out at. {For thise that care an old one that you slid the bottles to the end and pulled up. so you know that was a long time ago}
Anyway, the New Orleans Officer came in the gun shop, and he says man that was a bad shooting! We need to start giving them shooting lessons.
They hit everything but what they were shooting at. Nothing has changed in all that time.
2} The shooting scene in the movie Falling Down. If you are not familiar here are 2 clips but have bad language
