    The 2020 Regular Legislative Session will convene at noon on Monday, March 9, 2020
    The following bills have already been prefiled.

    Went through the firearms bill list, will do the hunting bill list this weekend.

    HB 56 https://legis.la.gov/legis/ViewDocument.aspx?d=1154203
    - Proposed law amends present law to remove the requirement that a person possess a permit
    issued by the state of La. in order to carry a concealed handgun in the state of La.

    Is this law opening the way for reciprocity of permits issued by other entities?

    - Proposed law creates an exception to this prohibition for any person who did not illegally
    obtain nor manufacture the firearm and who is not prohibited from possessing a firearm under
    any state or federal law.
    - Proposed law amends present law to remove the requirement that a person possess a permit
    issued by the state of La. in order to carry a concealed handgun in the state of La.
    - Proposed law provides that it shall be known and may be cited as the "Louisiana Constitutional
    Carry Act of 2020".

    Seems to be a rebake of HB56 with exception of the part about not illegally obtaining or manufacturing
    the firearm in question?

    - Provides relative to the authority of a political subdivision to enact regulations or ordinances
    related to firearms.
    - Present law limits a political subdivision's authority to enact certain ordinances or regulations
    involving firearms. In this regard, present law prohibits a governing authority of a political subdivision
    from enacting anyordinance or regulation that is more restrictive than state law concerning the sale,
    purchase, possession, ownership, transfer, transportation,license, or registration of firearms, ammunition,
    or components of firearms or ammunition. However, present law further provides that this provision of present
    law does not apply to the authority of political subdivisions to prohibit the possession of a weapon or firearm
    in certain commercial establishments and public buildings.
    - Proposed law removes this exception from present law,
    prohibiting any governing authority of a political subdivision from enacting any ordinance or regulation that is
    more restrictive than state law concerning the possession of a weapon or firearm in certain commercial establishments
    and public buildings.

    - Prohibits unsafe access to firearms by a child under the age of eighteen.

    Hmm, what constitutes unsafe access? Who determines that? In today's climate, my getting my own Model 12 16ga when
    I turned 10 years old might be construed as such.

    - Present law prohibits any person who has not attained the age of 18 years from knowingly possessing any handgun
    on his person.
    - Proposed law amends present law to remove the requirement that the handgun be possessed on the offender's person
    in order for the offense to apply.

    Ok, seems like a slippery slope, we didn't find a gun on your person but we believe you to have access to one?
    Why does one want to remove the requirement of possession?

    Seems legit as it defines and adds acceptable certifications and requirements, but not my ball of wax.

    HB140 - WEAPONS: Provides relative to the preemption of state law for firearms

    Proposed law removes this exception from present law, prohibiting any governing authority of a political subdivision from enacting any ordinance or regulation that is more restrictive than state law concerning the possession of a weapon or firearm in certain commercial establishments and public buildings.

    WEAPONS/FIREARMS: Allows governing authorities of certain parishes to adopt certain regulations related to firearms and ammunition.

    Proposed law retains present law but provides that nothing in present law prohibits a parish with a population of not less than 300,000 nor more than 400,000 according to the latest federal decennial census, or any local governing authority or official thereof, from enacting or enforcing any ordinance or regulation concerning in any way the sale, purchase, possession, ownership, transfer, transportation, license, or registration of firearms, ammunition, or components of firearms or ammunition if the ordinance or regulation does any of the following:

    1. (1) Requires the reporting of lost or stolen firearms to law enforcement for the purpose of preventing the trafficking of firearms.
    2. (2) Regulates or prohibits the open and visible carrying of firearms at a public event for which a permit is issued by a government entity.
    3. (3) Prohibits firearms from being carried in any commercial establishment where alcohol is served for consumption or from being carried in any defined geographic area where the consumption of alcohol is permitted by law.
    4. (4) Prohibits firearms from being carried in recreation centers or other public buildings.
    5. (5) Prohibits unsafe access to firearms by a child under the age of eighteen.
    6. (6) Prohibits the manufacture or assembly of firearms. However, proposed law provides that this prohibition shall not apply to a federally licensed firearms manufacturer; a local, state, or federal law enforcement officer who manufactures or assembles a firearm pursuant to their official duties; or a person who reassembles a previously existing firearm after disassembling the firearm solely for the purpose of modifying, repairing, or otherwise servicing the firearm


    HB261 - WEAPONS/HANDGUNS: Provides relative to illegal possession of a handgun by a juvenile

    CRIME/PUNISHMENT: Designates the crime of possession of a firearm by a felon as a "crime of violence".

    Proposed law retains present law and adds the present law crime of possession of firearm or carrying concealed weapon by a person convicted of certain felonies to the list of crimes of violence, reversing the removal of this crime from the list of crimes of violence by Acts 2017, No. 281, §3, eff. 8/1/17.

    SB208 -
    WEAPONS: Exempts active duty members and reserve members of the armed forces of the United States residing in Louisiana from fees associated with concealed carry permits.

    Proposed law deletes present law and provides that active duty or reserve members of the U.S. armed forces are exempt from all fees associated with a five-year or lifetime concealed handgun permit.

    HB147 is the one that needs to be quashed. A few of the other bills have problems, but HB147 needs to die on the vine.

    HB147 removes state preemption from any city that is between 300000 and 400000 in population (New Orleans). The list of restrictions that the city can enact include a prohibition on biulding your own firearm. In other words, ordering a lower and building your own gun could be against the law.

    We need to hammer Jason Hughes as wanting to foist Jim Crow-like legislation on the people of New Orleans. That will make his little political strategist head explode.
