I had him PM what he is looking to get done. I am putting this out there. Everyone should Varify Loads someone gets.
This is the Data that the Powder Manufacturer has as a Recommended Guideline that was tested to be safe.
I am in no means putting the OP Down.
    RAMSHOT SILHOUETTE

    115 NOSLER JHP 5.1 1,060 5.7 1,136 34,211 1.077

    115 SIERRA FMJ 5.3 1,109 5.9 1,180 34,992 1.100

    115 BARNES XPB 4.8 1,003 5.3 1,114 34,030 1.160

    115 (P) BERRY RNDS 5.5 1,099 6.2 1,189 34,777 1.130

    115 (P) RAIN RN 5.4 1,070 6.0 1,178 34,963 1.140

    115(L) LC RN 5.1 1,126 5.7 1,199 34,718 1.070

The loads he was told to have made up are as follows

115-gr Montana Gold CMJ with 8.5-gr Silhouette (1.18 Overall Length)
    and
9mm Major for Steel: 115-gr Montana Gold CMJ with 6.3-gr Silhouette (1.16 Overall Length)

Both are above the recommended safe loads.

A license is needed to sell reloads. A lot of liability insurance also.

    More than that.

There is the proper FFL. But may also be city/county/state ordinances and or license/permits one must acquire and maintain. Furthermore, manufacturers must register with the DOD and pay the yearly ITAR fee, as well as the aforementioned 10% excise tax.

Probably better off going with a company like Black Dot, or Atlanta Arms. Lots of liability with 9 major. I've never loaded out to 1.18 before longest I load is 1.165. Depending on how much he wants, he can always go to someone house and assist them or pull the handle himself and that would probably be ok.

    8.5gr in a 9mm case??? Holy hell.

    That is why I asked.
The other load is a Max Load but bullet is far out.
I am not being a critic here just like to see who ever does do it is safe.
    I have bullets at 1.60

From Fox News: "An Arizona man who sold ammunition to the gunman in the deadliest mass shooting in modern U.S. history was charged Wednesday in Nevada on a charge of engaging in the business of making ammunition without a license."

Be careful what you do if selling reloaded ammunition. Not trying to insinuate the OP is equivalent to the Las Vegas shooter but the Feds can and will be assholes when it suits them.

    Well Said PawPaw !
Newbe's need to heed this advice . You can help someone get started and even show them all the steps and how it's done but don't do the loading and don't charge/sell any ammo or components . I wouldn't even charge a "instructor's " fee ... I'm sure that's against some law somewhere .
