115-gr Montana Gold CMJ with 8.5-gr Silhouette (1.18 Overall Length)
and
9mm Major for Steel: 115-gr Montana Gold CMJ with 6.3-gr Silhouette (1.16 Overall Length)
Both are above the recommended safe loads.

There is the proper FFL. But may also be city/county/state ordinances and or license/permits one must acquire and maintain. Furthermore, manufacturers must register with the DOD and pay the yearly ITAR fee, as well as the aforementioned 10% excise tax.

Be careful what you do if selling reloaded ammunition. Not trying to insinuate the OP is equivalent to the Las Vegas shooter but the Feds can and will be assholes when it suits them.

Newbe's need to heed this advice . You can help someone get started and even show them all the steps and how it's done but don't do the loading and don't charge/sell any ammo or components . I wouldn't even charge a "instructor's " fee ... I'm sure that's against some law somewhere .
