A license is needed to sell reloads. A lot of liability insurance also.

I had him PM what he is looking to get done. I am putting this out there. Everyone should Varify Loads someone gets.
This is the Data that the Powder Manufacturer has as a Recommended Guideline that was tested to be safe.
I am in no means putting the OP Down.

    More than that.

There is the proper FFL. But may also be city/county/state ordinances and or license/permits one must acquire and maintain. Furthermore, manufacturers must register with the DOD and pay the yearly ITAR fee, as well as the aforementioned 10% excise tax.

Probably better off going with a company like Black Dot, or Atlanta Arms. Lots of liability with 9 major. I've never loaded out to 1.18 before longest I load is 1.165. Depending on how much he wants, he can always go to someone house and assist them or pull the handle himself and that would probably be ok.
When seconds count, the police are only minutes away.

I carry a gun because I'm too old for an ass whoopin', and too young to die!

Voting is the responsibility of a citizen, even if voting may not necessarily be obligatory. To not vote seems to me to be an abrogation of one's responsibility as a citizen, regardless of one's politics.

Reloading is an inexact science at times.
Don’t hurt yourself or others on a whim.

    Be well.
