Correct me if this is not applicable to your area: Trash cans are actually the property of the city thus, your thief has just stolen city property (which is serial numbered). Report it, the city should bring you another one. I would not expect they will send somebody out looking for your can... in bulk those things cost about $17 dollars and they go through dozens a year.
