Budget and AK don't go together any longer. How much is your budget? The absolute cheapest AK I would buy right now, if I didn't have any other options, would be a PSA GF3. I'd really hold out for the GF4 with the chrome lined barrel if you had time. Anything else is going to be $800 plus. The new Zastava M70 with Chrome lined barrel (I am not sold on it yet,but it has been getting great praise from people I know and respect), WASR, PSA AKE, MAK90 would be the options between $800-$1000.
