Take the LA Dept of Public Safety's course and bypass all the tests. Do it first. Get registration info at www.LSP.org/motorcycle.html
Around the BR area you will have to do a little shopping around but an affordable ride will pop up. For example I know someone with a Suzuki SV650 for sale. It's been buried in a garage for a while as she has 2 other bikes she has been riding. So probably need a battery and fresh gas. I rode it a while back and the mileage ranges from about 55 to 70 depending on the rider
