I've never used one either and honestly never thought about it, but in this day and age of lawsuits and professional victims I'm all about any way to CYA I can find. I don't think anyone should have to submit or register any document such as this, but it could be very helpful to have in your home safe if ever you needed to prove "it wasn't me." Yanno?

You think a sheet of paper filled out by you without being notarized means anything?

Every time you sign a document , is it notarized ? Credit card application , estimates for repairs , UPS or Fedex delivery . Should I go on ?

I'm simply saying in court you writing on a sheet of paper that you sold a firearm won't mean much.

Is that what your law Professor told you ? :p

BTW , a handwritten bill of sale signed by both parties worked for me with an insurance claim . Just sayin' ...
