It's legal in all AR (Restaurant) permit sites.

It is not legal in Class A General Retail Permit sites.

This is a general misconception about liquor licenses. Even the bar in a restaurant operates under an AR permit. So if the law only specifies by type of license then the bar of an AR permit holders restaurant should be ok.
