    Hey yall HB279 (shall sign bill) is coming up for committee pretty soon and rep Ivy has asked if we could get in touch with folks who have been turned down by their local cleo for nfa signature.     Hi everyone. Geoff here from AGW with an important update on HB279 (CLEO shall-sign NFA bill)...


    This is extremely last-minute, but the committee will be hearing "testimony" regarding this bill (and others) tomorrow morning, Wednesday, April 9th, 2014 beginning at 9:00am at the State Capitol in Baton Rouge.


    IDEALLY, we would like for people who have been refused a Louisiana agency's CLEO signature for the back of their NFA Form 4 to appear in person and testify that they were denied/rejected, by whom, and that they support this bill to mandate CLEO signatures for NFA in LA.


    This sounds pretty formal, but show up, fill out a green card in support of HB279, indicate you wish to speak, wait for your name, then talk for 2-3 mins max. Even if you have not been rejected for CLEO sign-off, or do not wish to speak publicly, you can still help to make a GREAT impact by simply showing up to fill out a green support card, and show your presence.

    If you would be willing to show your support by doing this, and help us pass this NFA CLEO shall-sign bill, I have detailed instructions below.

    If you cannot appear in person (again, I understand this is short notice), the best thing would be to type out your CLEO rejection story, or just write a message in support of this bill, and email it to every member of the Administration of Criminal Justice Committee (listed here http://house.louisiana.gov/H_Cmtes/H_Cmte_CJ.asp). If you only wish to send one email, send it to Rep. Joseph Lopinto (R) (lopintoj@legis.la.gov). He is the Chairman, and an ex-cop.






    DETAILED INSTRUCTIONS TO SHOW UP AT STATE CAPITOL, BATON ROUGE on 4/9/14:

    The committee is actually in session and starts to hear the bills beginning at 9:30am. This takes place in Committee Room #6 at the SE corner of the capitol. You really need to be IN THIS ROOM by 9:00am in order to fill out the GREEN (support) card.


    DO NOT FILL OUT A RED (OPPOSITION) CARD FOR HB279.

    If you wish to speak, there will be a check box to indicate so on the card. People will be added to the list of speakers in the order their cards are received by the Sgt at Arms.


    Parking:

    The best places to park are the free lots on N River RD near the RR tracks. These proceed south, across from the Pentagon Barracks (also on N River RD). Closer to the Old State Capitol, there are pay lots, and finally the metered spots closer to downtown. Obviously the earlier you arrive, the better. There are expected to be many people due to the Crimes Against Nature bill (1st bill heard). Read the signs, and don't park where not permitted. The Spanish Town area will be permit only.

    Actually getting in:

    After parking, the best entrance to the capitol building is just to the right of the main huge front stairs (when looking N at the S side of the building). DO NOT GO UP THE STAIRS. Enter at ground level through this door to the right.

    If you enter through the main door up the big stairs, you'll have to take the elevator back down and go to the E (right/House) side of the building.

    Once in that East wing, go to the end of the hallway (right/E) and go all the way to the last room on the RH side. (This is the SE corner of the E wing).

    You want Committee Room #6 for the Administration of Criminal Justice Committee. If before 09:30, the door should be open. In this room, the closest table should be the Testimony Table, and it will have the green and red cards on it. Either grab a green card, or ask the Sgt at Arms for one if they are crowded. Once filled out, return it to this table. If you do not wish to speak, you can leave, but PLEASE wait to show your support.

    Waiting:

    If there is room, you may remain in Committee Room 6 for the duration. There may be seats if you arrive early. If you get up to leave your seat, or leave the room, you are out until you're called to testify. They close the doors at 9:30, and do not want people moving around, but "important" people will be going in/out through the duration. HB279 is the 4th bill on the docket. The 5th is HB280, the reduced CHP rates for vets bill. First up is Crimes Against Nature bill.

    I don't know how long you'll have to wait. I do know they talk about bills in this order: Bill Sponsor (Barry Ivey), organizations pro/anti, then individuals pro/anti. So if you are not in the room, or near the door where you can hear what's going on and when your name is called, you will have to find a CCTV camera around the building and pay close attention to what's going on. I'm told there may be text on the screen indicating who/what is being spoken about, but there may not be. In any case, be ready to announce yourself present in room 6, and be ready to testify when called. The Sgt at Arms will help you get to the speaking place when you tell them you were called. 2-3 minutes of speaking maximum, and done. BIG THANKS!
