I'm not totally sure, someone with more smarts than me can check and see, but I think it was black servicemen returning home from the war that were being mistreated by the elected officials of the town and exposed some corruption in the local elections and decided to make a stand to stop it..

Like Mojo Rider I have seen it on gun boards.
G.W. Bailey was in it. "An American Story" was the title.

At this point it would probably be used to argue for gun control by some.
