    Another alternative for concealed handgun permit holders in the areas where the CLEO won't sign off on the form and not wanting to complete a trust.



    Effective 5/11/2015, the Louisiana State Police Concealed Handgun Permit Unit will begin accepting applications for the purpose of obtaining a Chief Law Enforcement Officer signature on the ATF Form 4. The Superintendent of the Louisiana State Police, or his designee, may at their discretion, sign as the Chief Law Enforcement Officer for the transfer/registration of certain "firearms", as listed on the "Application for Tax Paid Transfer and Registration of Firearm", ATF Form 4 (5320.4).

    A step in the right direction.

    This is GREAT; but certainly the absolute best case for the retailers. If 41P does go through that will put all the SBR business to the retailors as well. Was the signature for the form 4 only an oversight by those getting this done?

    Whom ever had the ear of the governor the BEST thing for the community at large is to get signatures for Form 1s added ASAP.

    No signatures for machine guns or AOWs either.

    The only part of that that I take notice of is "at their discression" does not mean shall sign.

    From the form:
    After verification that an applicant has a current and valid Louisiana CHP permit,
    the Superintendent of State Police or his designee, may at their discretion, sign an
    ATF Form 4 for the transfer/registration of certain *firearms*, as listed on ATF Form
    4 under the Definition of Firearm: numbers (1),(2),(3),(4) and (7) ONLY.

    100% agree. This should not distract from getting shall sign legislation passed for all NFA forms.

    I think the fact of the applicant already passing checks to obtain a conceal handgun permit will give them satisfaction to sign off. I'm sure people will start testing this out soon enough.

    This is a step in the right direction, but still has limitations.

    Based on what I have read, LSP has stepped in and is now offering to sign off on the CLEO requirement for certain individuals applying for ownership of Title II firearms via Form 4. While this may help in parishes in which the local sheriff is resistant to signing off, this service is only available to individuals with a current, valid CHP, and the LSP approval/signature is discretionary.

    This does not apply to Form 1 applications.

    A trust will still be your best bet if:

    A. You don't have a CHP;
    B. You ever plan on filing a Form 1 (to convert a rifle to an SBR, for example);
    C. You would like for other approved people to have the ability to possess any of the items in your absence;
    D. You would rather not have to deal with submitting fingerprints;
    E. You would rather not have to deal with submitting photos;
    F. You would like to use the ATF's efile system;
    G. or, You would like to easily account for the disposition of the items upon your death.

    H. You dont want to wait months on LSP to sign off on it like they used to do when they had to approve NFA stuff.

    Ideally, you want to have your trust in place prior to purchasing a suppressor. That way, when you find the deal that you want, everything is ready to go and you can submit your Form 4 immediately.
