    The story below says it was a breaker opening, but the arcs in breakers are extinguished by vacuum or SF6 gas inside an enclosure and generally not seen. It was more likely a motor-operated switch or circuit switcher opening under load.

    Don't know if it was as large as this (certainly doesn't last as long), but the arcing would be the light.
