PC problem playing videos

When I click to play video clips from any website, you tube, or any site, the video iss very slow before starting and then it starts and stops, continually buffering. I have Win 7 home premium, 3 G ram, a50 GB free space, I've done disk cleanup. defrag, malware test, spyware check. Current download speed about 15 mbps. Any suggestions be appreciated.

Update Flash Player. Update video drivers. Try a different browser (Firefox Portable is a good test). Check your proxy settings. Check your firewall settings.
