I would stop and track down the SN just to see where it came from etc...smells fishy if he didn't mention it when he brought it in.

Could it be a sleeve to shoot .38 short colt to help gas pressure/ stabilize bullet? Just a guess.

Where Yat RCM. were the split sleeves at the breach face or the forcing cone end of the cyl? The placement could help with the intended use. Maybe a cheap and foolish way to make the gun inoperable?
