    That's pretty messed up. My aunt lived in Rhode Island, and they had loads of small family plots all around the state. If you were developing land and discovered graves, you were supposed to report them and the site became a state historic site which was then fenced off. Too bad if you wanted to put your house there. Lots of people, if they discovered such burial plots, would just take the stones down, and it was common to find them being used as back porch steps. I think I'd be more worried about the bad ju-ju involved than the possible fines and criminal penalties.

    That happened a couple years ago in Independence,La Coloinial cemetary . A woman was stealing and selling the vases to a man in N.O . who was then remarketing to the general public.

    Removing the Veterans headstones is a Federal offence .
