I have read a number of articles on this subject as well. But the issue has recently been discussed on a NFA website some of you may frequent and this was brought up (see below). Compare the two paragraphs. The 2013 version reflects a reword and it does not say anything about elimination of the sign off just a vague statement about modifying it:

    2012:
"The Department of Justice is proposing to amend the regulations of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) regarding the making or transferring of a firearm under the National Firearms Act. The proposed regulations would (1) add a definition for the term "responsible person"; (2) require each responsible person of a corporation, trust or legal entity to complete a specified form, and to submit photographs and fingerprints; (3) require that a copy of all applications to make or transfer a firearm be forwarded to the chief law enforcement officer (CLEO) of the locality in which the maker or transferee is located; and (4) eliminate the requirement for a certification signed by the CLEO."

    2013:
"The Department of Justice is proposing to amend the regulations of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) regarding the making or transferring of a firearm under the National Firearms Act. The proposed regulations would (1) add a definition for the term "responsible person"; (2) require each responsible person of a corporation, trust or legal entity to complete a specified form, and to submit photographs and fingerprints; and (3) modify the requirements regarding the certificate of the chief law enforcement officer (CLEO)."

Some have suggested that "modify the requirements regarding the certificate of the chief law enforcement officer"... might mean that all types of NFA transfers will need the signature, ie every responsible person needs a sign-off.

Handed recent set-back's in the antigun agenda this could be done without much attention. So I think we need to think ahead and protect the NFA community.

I met with State Senator Cortez this afternoon and he seemed like he would help. Everyone needs to write and call his office to voice your support for this. Also call and write all your state representatives office. Senator Cortez specifically mentioned the head of the judiciary commitee in the House as being someone that would need to be on board.
