    To date we've had no indication what the Governor is planning to do. Because the bill was transmitted to the Governor (May 11) within 10 days of the end of the Regular Session of the legislature (May 18), he has 20 calendar days to act on the bill. If he fails to act, it becomes law.:

    §18. Gubernatorial Action on Bills; Sign, Failure to Sign, Veto; Veto Session
    Section 18.(A) Gubernatorial Action. If the governor does not approve a bill, he may veto it. A bill, except a joint resolution, shall become law if the governor signs it or if he fails to sign or veto it within ten days after delivery to him if the legislature is in session on the tenth day after such delivery, or within twenty days after delivery if the tenth day after delivery occurs after the legislature is adjourned.

    While the LA legislature is back in session, it was adjourned on the 18th and this is now the 2018 Second Extraordinary Session.​

    According to the Bill Number to Act Table, HB 892 is Act 341 and the Bill Info page shows the Act detail -- so it must have been signed. However, it's not listed in the news release for today (which stops at Act 317). It'll probably be listed tomorrow or Monday.

    Bills don't get Act numbers until they are signed. If it were vetoed, it wouldn't have an Act number, and it would have a veto message.

    Depends on what you want. For side openers, protech makes some very nice and very useable ones. Microtech makes some, although a bit mall ninjaish. Benchmade, Kershaw and boker all make some very reliable ones.

    If you really must have an OTF auto, microtech pretty much sets the standard for dual actions. Lightning makes some price attractive models but quality reflect it. There are plenty of single actions out there and some new dual action makers on the market. Even benchmade makes a DA that is nice, but i find the blade size lacking for handle size. Piranha makes the Excalibur, which is very similar to the DKW sand sharks internally, and, while a bit more money, are a good knife.

    But, be warned, while they look cool and the idea seems great, these are not the best for daily or hard use or defense. The intricate parts, times just right with perfect clearances don’t stand up to lint, dust or even over oiling. Combined with having to fumble to hold it just right to operate the button (common with side auto’s also), under duress, it’s not as reliable as what most consider necessary. That said, for times when one hand is busy, for an example, holding a rope tight, and the other can get it, open, cut, close and put away, they are actually quite handy for use. But again, be prepared. Even just moving too fast in the direction the blade is moving can impede its function.

    I'm glad for the folks that want to get one but I'm satisfied with my ZT 0400ST that I've had a few years.

    So, when did it change to HB188? It's ridiculous how procedural sleight-of-hand makes governmental processes so hard to follow..... Job security, I suppose...

    It didn't. I think someone that wrote the news release confused Act 200 with HB200.

    So, how do we define "intentional concealment". Surely with a pocket clip it is not totally concealed. Or would it be at LEO descretion to determine if it was intentionaly concealed for criminal intent?

    Unfortunately, that’s going to require case judgement to interpret. Much like the whole signage debate about concealed carry. Until it’s tested in court, we won’t have a way to know.

    Until then, I think the old “play stupid games, win stupid prizes” would suffice. You can carry a fixed blade around your whole life and never be bothered, but do something stupid and they’ll tack on a weapons charge. I’ll treat this with the same methodology. If I decide to carry an auto, I won’t be stupid with it. Common sense tells me that having a clip and top showing isn’t trying to conceal it. They’d have to find it in my pocket to be trying to conceal.
