It sounded like he wanted to assemble parts on a serialized receiver, not an 80%.You could buy everything except the lower and let him get that in Texas. Next time he comes to visit, you two have a build lesson and test run. Back to Texas he goes with his perfectly legal AR build along with the bonding time with dad and knowledge that he gained!
Just give you kid the gun. My dad lives in Texas and I loan him guns all the time. I will have to show him this thread and ask him why he never loans me any guns.

jbadjones, use an FFL in Tx. Get the receiving FFL's license, ship it to him, have your friend properly acquire it on a 4473.
Loaning it to him with the intention of him crossing state lines with it would still require going through a FFL. Again, trying to find loopholes in laws is how folks get hit with an unnecessary federal felony. Loaning is legal
The OP doesn't want to loan a gun, he wants to gift a gun. Why suggest loan it unless you're trying to find a workaround...You are reading more into the law that is stated ..paragraph 3
