    This is a must Maybe two or three reloading manuals

    I have the "load book" (available from Midway or Brownells, or possibly other sites) 1 for each caliber I load. It has data from several of the major bullet and powder mfg. For about $6.00 each. As for powder I use mostly Unique, or Winchester 231, but that's a matter of choice. There are many available. I look at Velocity VS pressures listed. Stay with in the guide lines, and use good safe practices all the time.

    Powder for 38SPL and 9MM?

    I would say W231, but that is just me.
    There are PLENTY of reloading manuals. Find a reputable one and start there.

    I've used Unique, W231, and Clays for 38, 9mm, 40, 45. Here's some reloading pages that you need to take a look at. Bass Pro sell reloading books. I have the Lee, Hornady, and Lyman. Good starters.
