I read somewhere this so-called simple rule is 477 pages long. The bad guys have it covered so that interpretation is full of wiggle room to criminalize a seller. Sure, the seller may eventually be exonerated by the USSC (or not), but in the meantime his life and the lives of his family are a living hell.
