Motor51, which agency are you discussing? Nola, DOES have some encryption going on, but its also simulcast in traditional apco25 trunking still for those that did not get the upgrades yet..

brpd I doubt will ever go fully encrypted.. perhaps the tac1 or tac2 maybe even talk but thats it.. the system here is high dollar to encrypt.. One of the issues with encryption is the coverage needs to be better as well.. it takes a perfect signal to portables before you roll out encryption.. If you get waterfall sound on a portable... it will not work
