Found answer to my own question....

I don't recall where, and I could be completely wrong, but I believe you must have a Louisiana CHP to carry in Louisiana. You can't get an out of state Non-Resident permit and carry in Louisiana if you are a resident of Louisiana.

(2) A Louisiana resident shall be required to possess a valid concealed handgun permit issued by the state of Louisiana pursuant to the provisions of this Section in order to carry a concealed handgun in the state of Louisiana.
