Nobody going to combat is sent to war with 2 magazines. They may not receive their basic load until they arrive in country but they aren't going in harms way with 2 mags.

+1. Absolutely correct. In fact, Marines are issued BRAND NEW mags when they get in country, or at least they were when I was in. Level "A" packed thousands of brand new in the wrap USGI mags.
