    If you are both residents of Louisiana, then neither one is required. If you feel the need to have paperwork, a bill of sale with both parties' DL info and the rifle's serial number(s) is all you need; unless you just feel like paying a fee to an FFL, that is.

    I have an 03 FFL which is called a C&R or Curio & Relic License for Collecting. I just need your name and address to record in my bound book. I didn't mean we had to go through an 01 FFL which is a dealer. Sorry for the confusion.
