I just recently bought a century arms wasr 10/63 and would like to change the muzzle brake. What my problem is that the muzzle brake is welded on, so 1.) Is it typical for the barrel not to be threaded when the break is welded on?
2.) Is there any reputable shops that could do the work?
3.) Also what is the best recommended break/ flash hider for the AK?

Would cutting the nut make it still legal with the import laws and amount of us made parts?

By permanently attaching the muzzle device (possibly just a thread protector on a WASR) it does not count as a separate part. It becomes part of the barrel. If you remove the muzzle device and throw it away, you still have a legal rifle. IF you cut the weld so that the part can be threaded on and off but keep it on the rifle you MAY be violating 922r, depending on total foreign parts count. However, if you remove the device and replace it with a US made part, you will not affect the legality of the rifle one way or the other. Comprenez-vous?

Really?I understand it to be that if you cut the spot weld on the gun and the device threads off and on you need to install ALL the parts to make it comply with the 922-r law. Having the threads exposed is as bad as having a removable muzzel device. Its no different than having a AK pistol that can still accept a but stock. If you remove the muzzel device and spotweld another in its place or remove the threads on the barrel you would still be ok with the feds.
