She pulls out her gun, as some dude is calling for his dog, and decides to start shooting, and one of the bullets hits the kid.

Exactly... Who the hell pulls a gun out in the middle of a neighborhood and starts firing? The dog didn't even seem to be attacking. Just running around. Though I bet there is some history between them. Still doesn't excuse her actions.

Do something stupid to abuse that right? Then go to jail as this woman should.

Gun owners (maybe I am thinking of CCW permit holders?) commit crimes at a lower rate, statistically than the general population and, if I recall correctly, at a lower rate than Law Enforcement.
