    I don't think it is illegal, I think that the officer saw it was LE use only and used it as reasonable suspiscion.

    I don't know, but I've seen LE ammo in white boxes marked for LE use only. I think the container, not the type of bullet, is where the issue was.

    Box like this marked LE Use only is what I would suspect he had

    The only difference in LE ammo and regular ammo is that it's sold to gun stores at a slightly lower price than regular ammo, with the intent that it will be sold only to law enforcement as a discount item.
