I've heard of groups like this...I think in the Houston Area, except they don't go on private property then lie to police.

The traffic cameras are illegal according the the Louisiana Constitution. There is no way to challenge them in court because they never try to collect unpaid tickets and the appeal process is not in the court system. I don't think the traffic camera tickets would hold up for one second in court.

You sure his credit is just not F'd anyway. I have never heard of or seen one hit a credit report. If the city cannot give your SS# over to a collection agency so there is no way to report it. If a Baton Rouge ticket is being reported I would love to know, it would be enough to get the illegal tickets in a real court.
