Looking for an WWII Japanese Optic Guru

One of the few things my grandfather left behind from WWII was this Japanese Optic, complete with original box, papers, extra lens filters and some odds and ends. I have looked in tons of books and all over the web and really have not seen anything that matches what I have. I would really like to finally get some information on this thing, some history, and possibly a ballpark estimate of its value (so I can decide if it should be just sitting on a shelf or packed away safe and out of harms way).

Does anyone know such a person that I could make contact with?
