Option 1:

Feds cut off Medicaid funds, school funds, road funds, etc. etc.
Bobby says 'no problem, everyone send your fed taxes to the state to replace that lost funding. We'll protect you from IRS.'
Feds prove that they really can secure a border. Louisiana's.

Option 2:

Bobby makes the rounds of the Sunday morning talk shows.
Bobby caves.
