    Heavily armed Kentucky man poses as cop; pulls over Metairie woman

    Authorities say a Kentucky man posing as a law enforcement officer and armed with an arsenal of assault rifles pulled over a female motorist on Interstate 10 in Metairie and ordered her out of the vehicle at gunpoint.

    Herman Justice, 56, of Louisville, used flashing red police lights to stop the unidentified, 41-year-old Metairie woman on the North Causeway Boulevard exit at about 2:52 a.m., according to Jefferson Parish Sheriff's Newell Normand. He had her standing with her hands on the trunk of her vehicle when a Louisiana State trooper arrived.

    Then it was Justice who put his hands in the air.

    "My suspicion is that this is probably not Mr. Justice's first time at this rodeo," Normand said, indicating that he believes there may have been other illegal traffic stops made.

    Normand announced Justice's arrest at a press conference held this morning. He was joined by a representative of State Police and the two Sheriff's Office deputies who were called to assist.

    The State Police trooper responded first after receiving a call from passenger in Justice's vehicle who said he had pulled over a driver he thought was drunk. Authorities, however, found no indication that the victim was intoxicated.

    Instead, they discovered that Justice was posing as a police officer using a gold security guard badge affixed to his belt and a silver badge from the Pompano Highland Fire Department in Florida. He had ordered the victim out of the car at gun point, one of several weapons in the vehicle, including a Bushmaster AR-15 rifle, a 12-gauge shotgun, a 40-caliber Beretta handgun and 446 rounds of ammunition, Normand said.

    At one point, Justice even seemingly tried to menace the victim by trotting out a white and black pit bull that sweetly wagged its tail.

    The details of the stop are well known because Justice also recorded the event with a video camera mounted on his dashboard.

    Justice was booked with one count of false personation of a peace officer and aggravated assault. Investigators are still trying to determine if he legally possessed all of the weapons found.

    Justice eventually told authorities that he was in the New Orleans area to help with the BP oil spill, Normand said. He also indicated that he was filming a documentary about the marshes and was coming to Jefferson Parish from Houma.

    "This is not the kind of help that we need," Normand said, gesturing to the weapons on spread on the table in front of him at the press conference. We have enough firepower where we need firepower."

    METAIRIE, LA (AP) - The Jefferson Parish sheriff says a Kentucky man allegedly posing as a policeman was arrested after a call for state police backup.

    Newell Normand says 56-year-old Herman Justice, of Louisville, was booked Friday with aggravated assault and impersonating an officer. He remained jailed Friday without bond.

    Normand says Justice allegedly pulled a woman over about 3 a.m. Friday on Interstate 10 in Metairie, then told his girlfriend to report a drunk driver to police.

    Normand says a trooper found no sign the driver was drunk, but that Justice had only a security guard's and a firefighter's badges. He says the trooper also found nine guns and knives - and a dashboard-mounted video camera, which had taped it all.

    It was not clear whether Justice had a lawyer.
