    Yes. Receivers can be built into pistols as long as the receiver is not designated a long gun or never built into one. Some manufacturers are producing pistol receivers just for this. Good Luck.

    since the stripped lower is never called a long gun, does that mean that you can build a 'SBR' without the tax stamp? (it is the barrel length that seperates pistol and rifle isn't it?) I know I may be very well confused here)

    Sure you can put a short upper on it as long you don't put a stock on it. As soon as you put a stock on it you've just built a rifle.

    so then along those lines, if for some stupid reason I felt like putting a stock on a 1911, would it then be considered a rifle?

    that is what I meant LC, thanks for clraifiying for me, both you and @LSU

    Interestingly, in some countries the only way you could legally own a pistol is if you put a stock on it. They make wire stocks that meet their legal requirement but are light and unobtrusive. Will need to look up the country when I get back to office.

    I learned this recently when I bought a couple of stripped lowers locally and asked for them to be designated as pistols. Dealer showed me the form and he wrote receiver in the blank, said whatever it is must be described in the blank and I could legally build them to pistol specs.

    So what must be done to the receiver to sell to someone under 21?
    If I was under 21 and ordered a lower could I show up with a buttstock have the dealer attach it and then sell me the receiver?

    It has to be a 'Rifle' for a 18 year old to buy it.
    Buy the lower. Have the dealer add an upper and a stock on it for U$1.
    Take possession of the 'Rifle'. Sell the upper and stock back to the dealer for U$1.
    Hide your dog.

    As soon as you put a stock tube on a receiver, it is a rifle. Correct? So if you had the dealer install a stock tube it would then be considered a rifle?
