I honestly can't say that it is a direct quote of Rand's writing. But it is a direct statement of her philosophy.

It actually sounds more like the phrasing and tone of Mark Levine. That is where I would put my money.

That could be a possibility. I just don't know that his words woulda been so gentle! The quote wasn't attributed so I can't say for sure, either.
