Paypal money taken no update in membership

My paypal account was charged $15 on the 02/20/13 to Jeremy but my account is no longer a membership. I'd like to either get the money refunded or get the membership taken care of and then cancel further payments since I won't be living in this state but another month or so. How do I get this taken care of?

I haven't been premium since my first time paying for it. I just found out that I've been paying for it for 3 years and not one. Gotta love it when Paypal just takes money with no notification. The only reason I even saw it is because I was checking my accounts online and it had just come out, so it was at the top. I thought I had turned off the auto pay from the start, but I guess it reset.
