    Don't know for sure but they should have to follow FAA regulations meaning the display of tail numbers. This would make it a little easier to call in the complaint.

    The FAA doesn't require tail numbers on "recreational" aircraft like r/c airplanes, quad copters, etc, but requires you to maintain line-of-sight and be able to manually control the aircraft, stay below 400 ft, etc. Government agencies can get a certificate of airworthiness which puts you in FAA airspace but I haven't heard of any private groups or individuals being able to obtain one (except for manufacturers). Currently this is only an option for universities along with state and federal agencies. With that in mind, it is very unlikely that PETA would ever be able to do more than hover above the treeline on public property.

    Edit: Based on the Louisiana law posted above. Even this would be illegal.
