Questions about Concealed Handgun Permits

Situation:
Over a year ago, i took a class at Shooters in Harahan, filled out the paper work and sent it in.
Got rejected due to a blip on my record that should've been expunged.
Was told to find out what the blip was and send in proof before designated deadline.
Deadline came and went.

Present Day:
I would assume that I would need to take the class again to get "re-certified".
Is there any way I can expedite this process or do I really need to take the class again.
I know that I need to goto the city in which the incident occurred and get a record of being clear.

I would bet it would be easier if you started from scratch and took the class again.

The certificate is only valid for one year IIRC.

Truth. The state only recognizes the certificate of completion of the class for one year after the date of completion.
